This is where the flame was handed off to another runner. If you look carefully, you can see the next runner (Anthony Parks of San Rafael, CA) holding an unlighted torch. The current runner (a lady in a wheelchair) is about to pass the flame to his torch.

His torch is lit and he's on his way.
