The "Kingfisher Weekly Star and Free Press," of Kingfisher, OK dated, Thursday, October 24, 1907, contained the following article:
RELEASED FROM GURDIANSHIP
C. and A. Indians Given Right To Lease Their Land
El Reno American: The superintendent of the Cheyenne and Arapaho agency at Darlington just recently received an order from the Department of the Interior allowing certain Indians to lease their own lands and to manage their own affairs. This is the first time in the history of the Cheyenne and Arapaho Indians that they have ever been granted this concession.
The Indians will have to have a written authority from the agent and in the authority will be a description of the land.
Since the occupation of the country by white people, the Cheyennes and Arapahos have been wards of the government and the government has acted as a trustee for them.
When Oklahoma was opened for settlement, the government gave the Cheyenne and Arapaho Indians one million dollars for their land and they semi-annually receive interest in the form of annuities. The first of this month each Indian received $8.88. The million dollars will be prorated among the Indians in the near future.
The Indians will all be given patents to their land in about nine years and then they will be free to do as they please with their land. Under the present law it is very difficult for a Cheyenne or Arapaho Indian to obtain a patent to his land or to get his restrictions removed. Up to date there have only been eleven granted. The records show that ten of these have either sold or mortgaged their land.
The system of dealing with the Cheyenne and Arapaho Indians is vastly different from that of dealing with the Five Civilized Tribes. The government recognizes no chiefs or tribal organizations.. The Indians often attempt to deal with the White Father through a tribal organization but their head men always get turned down. The chief claimant to the chieftancy of the Cheyennes is WOLF ROBE who lives near Watonga. His claim lies in the fact that he is a good orator.
The following Indians under the new order of the Interior Department are allowed to manage their own affairs and can lease their land:
